I've heard this as well. Supposedly to help with "Civil Unrest". Civil unrest???? What are they expecting to happen?

I would look for one of two phenomena: either McCain gets "elected" via computerized voter fraud and the people get mad and have to be squelched, or Obama gets elective via lots of votes, and the racists get mad and rampage. There is also the possibility of civil unrest due to people losing their homes and jobs, and needing to steal to feed their families... We live in VERY interesting times....
